Sub-Saharan Africa is characterized by both challenges and opportunities and, clearly, African governments still have trouble in devising effective means for achieving the Millennium Development Goals (MDGs). This short review focuses on issues that I experienced during my years in Africa with UNDP and which affect the ability of countries to achieve their MDGs. Although these challenges are oftern overlooked or marginalized, they nonetheless remain critical.
