Narcís Serra was Mayor of Barcelona (1979-1982), Minister of Defence of Spain (1982- 1991) and VicePresident of the Spanish Government (1991-1995). He is the President of the Barcelona Centre for International Affairs (CIDOB) and the Institut Barcelona d’Estudis Internacionals (IBEI). Recently, he has published “The Military Transition” (2010), and together with Joseph Stiglitz, “The Washington Consensus Reconsidered” (2008).
